This article seeks to set out some of the major issues which are debated under the heading of multiculturalism within a wider political context. It deals both with the question of sub-nationalities and devolution and with immigrant ethnic minorities during the process of settlement. These are seen as problems which occur both in Western Europe, and in South Eastern Europe and in the former Soviet Union, and the debates which emerge in any one of these areas is seen as determining the way in which they are discussed in the others. Finally it is recognised that the nature of the debate is changed by the international American led war against terrorism.
