Abstract


In this paper we analyze the introduction of multi-actor, multi-level and multi-type governance systems in Spain, on the basis of several recent field studies. We argue that science and technology related issues of importance for citizens’ everyday life have become topics of public debate, due to changes in the underlying social structure of industrialized societies. On the one hand, regulatory decision making is undergoing a profound transformation in response to citizen demands. On the other hand, the controversies related to the social and environmental effects of emerging technologies are creating new social dynamics of technology development and application. A diversity of social actors is forming new alliances which are exerting decisive influence on the trajectories of such emerging technologies.
