In this article I address two obstacles for a democratic political articulation in a neoliberal regime: exclusion and the social division of labour. To do so, I will start with a first delimitation of the features common to social mobilisations in neoliberalism from the point of view of their relationship with institutional politics. Then, I will reformulate this same characterisation through the relational concept of the state provided by Nicos Poulantzas and reworked by Étienne Balibar, in order to focus on the analysis of the two central problems of the article: exclusion and the reproduction of the social division of labour in politics. To address these issues, I will use the framework of analysis developed by Balibar on the basis of the concepts of Égaliberté and the National-social state. Finally, in the conclusions, I will propose democratic responses to the two problems outlined above.
